Bilateral Relations
Ukraine recognised the Republic of Estonia on 26 August 1991. Diplomatic relations between the two countries were established on 4 January 1992. Estonia opened its embassy in Kyiv in August 1993, and Ukraine opened its embassy in Tallinn in January 1993.
Estonia is represented in Ukraine by Ambassador Annely Kolk, who presented her credentials to the President of Ukraine, Volodymyr Zelenskyy, on 27 September 2023.
Relations between the two countries are very good. Estonia supports Ukraine’s sovereignty and territorial integrity and does not recognise the annexation and temporary occupation of Crimea by Russia. A key priority of Estonia’s foreign policy is to support Ukraine’s democratic reform process and its integration into the European Union and the North Atlantic Alliance. Cooperation takes place in many fields, both bilaterally and within international organisations.
Ukraine is one of Estonia’s priority partner countries in development cooperation. Estonia also provides humanitarian assistance to Ukraine, aimed primarily at alleviating the situation of people affected by the armed conflict that began in eastern Ukraine in 2014. The strong relationship between the two countries is reflected in regular high-level bilateral visits. In recent years, interparliamentary cooperation has intensified. The Riigikogu has established an Estonia–Ukraine parliamentary group, and a corresponding friendship group operates in the Verkhovna Rada of Ukraine.
