We ask Estonian nationals currently in Ukraine to leave the country at the earliest opportunity and return to Estonia. Due to Russia’s military action, we advise against any travel to Ukraine. Ambassador Extraordinary and Plenipotentiary of the Republic of Estonia to Ukraine

Tiina Intelmann

Ms. Tiina Intelmann was appointed as Ambassador of Estonia to Ukraine in August 2026.

Ambassador Tiina Intelmann has worked at the Estonian Ministry of Foreign Affairs since 1991.

From 1999 to 2002, she served as Estonia’s Permanent Representative to the Organization for Security and Co-operation in Europe (OSCE) in Vienna, and from 2005 to 2011 as Estonia’s Permanent Representative to the United Nations.

From 2010 to 2011, Intelmann was Estonia’s Ambassador to Israel, concurrently accredited to Montenegro.

On 12 December 2011, she was elected President of the Assembly of States Parties to the International Criminal Court for a three-year term.

From 2014 to 2017, Intelmann served as Ambassador of the European Union and Head of the European Union Delegation to Liberia; from 2017 to 2021, as Estonia’s Ambassador to the United Kingdom; and from 2021 to 2023, as Ambassador of the European Union and Head of the EU Delegation to Somalia.

From 2024 to 2026, she served as Ambassador-at-Large for Mediation and Multilateral Affairs at the Estonian Ministry of Foreign Affairs.
