Refusal, Annulment and Revocation of a Visa
As of 18 July, 2025, in order to contest the visa decision, an appeal is submitted by post to the Ministry of Foreign Affairs of Estonia within 10 days from the receipt of refusal / annulment / revocation decision.

The Ministry reviews the appeal within 30 days from the appeal registration date.
In case the decision is not changed, the foreigner may file a complaint to the administrative court against the decision and the appeal decision in accordance with the procedure provided for in the Code of Administrative Court Procedure within 10 days from the date of notification of the appeal decision.
