On 27 October, Estonian Foreign Minister Margus Tsahkna met with his Ukrainian counterpart Andrii Sybiha in Kyiv. During the meeting, the two ministers signed a memorandum of cooperation confirming Estonia’s readiness to host the Ukraine Recovery Conference in Tallinn in 2027, in support of Ukraine’s rapid and comprehensive reconstruction efforts.

“The answer to Russia’s brutal campaign of destruction must be a stronger Ukrainian state,” Minister Tsahkna said. “Since 2022, Estonia has contributed significantly to Ukraine’s reconstruction through hundreds of projects and the provision of humanitarian aid. Today, we reaffirmed our commitment to helping build a resilient and democratic Ukraine, and to organising the 2027 Ukraine Recovery Conference in Tallinn.”
During the meeting, Minister Tsahkna confirmed Estonia’s continued efforts to advance new European Union sanctions and stressed the importance of reducing Russia’s sources of revenue in cooperation with the United States and the United Kingdom. He also highlighted the importance of mobilising Russia’s frozen assets for the benefit of Ukraine.
Also Estonian Foreign Minister Margus Tsahkna informed that Estonia will allocate €150,000 to the Ukraine Energy Support Fund.
Since October 2022, when Russia began its targeted attacks on Ukraine’s energy infrastructure, Estonia has supported Ukraine’s energy system both with equipment and financial contributions to the Energy Support Fund. With today’s announcement, Estonia’s total contribution to the fund now stands at €620,000. This support will help restore Ukraine’s energy system, repair critical infrastructure, and secure gas supplies ahead of the winter season.
“Support for Ukraine’s energy system must continue and expand. Estonian companies are actively seeking ways to donate additional energy supplies, while the European Union strengthens its sanctions. Just last week, EU energy ministers agreed to ban Russian gas imports by 2028 at the latest—because aggressors have no place in Europe’s energy market,” Tsahkna stated. “As Ukraine faces its fourth wartime winter, Estonia’s support remains unwavering. We stand with Ukraine—for freedom, resilience, and victory,” the Foreign Minister emphasised.
